Limits for definition of POPs Waste Proposed by IPEN

POPs waste is defined, according Article 6 of the Stockholm Convention, by setting Low POPs Content Levels (LPCLs). This establishes an important kind of “limit value” because POPs waste should be treated such that POPs are either destroyed or irreversibly transformed. They cannot be landfilled, reused, or recycled, because POPs content in that waste would also be recycled and thus would not stop this chemical pollution from entering the environment.

The European Union has an opportunity to prevent toxic recycling through the substantial strengthening of limit values for persistent organic pollutants (POPs) in waste, known as Low POPs Content Levels. Establishing strong limit values for POPs in waste today will significantly promote the future of a toxic-free circular economy, because it will promote innovation in recycling, increase the pressure on industrial designers to remove POPs from products, and ensure that the circular economy is not poisoned in its infancy.

Non-Combustion Technology for POPs waste destruction

Non-combustion technologies for the destruction of persistent organic pollutant (POP) waste have been around since the 1990’s. They provide a non-polluting and effective alternative to incineration of POPs waste, an old technology which continues to release and emit unintentional POPs (UPOPs). Incineration has become a trap with a never-ending cycle of attempted POPs waste destruction followed by more unintentional POPs creation in the form of dioxins and furans from the combustion process. Non-combustion processes can destroy the same waste and allow us to break free of the POPs cycle once and for all.

New Briefing Paper on Non-combustion Techniques for POPs Waste Destruction

Non-combustion techniques for the destruction of persistent organic pollutants (POPs) waste such as PCBs, dioxins and brominated flame retardants are urgently needed to destroy the world's growing stockpile of materials contaminated with the most dangerous contaminants on earth. Using incineration and cement kilns to attempt to destroy POPs only leads to the generation of more unintentionally produced POPs (UPOPs) in their emissions and solid waste. This new technical briefing paper from IPEN describes non-combustion techniques that have been commercialised and proven for the destruction of POPs. They are also considered to be more readily applicable to developing countries due to their less intensive capital and infrastructure requirements.
